A hasty calculation shows that indeed there are 23,170 days from May, 14, 1948 until October 21, 2011, if you don't count May 14th. The problem is that if you include May 14th, 1948, that would add up to 23,171 days to the end of time -- or 23,018 days to May 21st, 2011 -- which does not have the same meaning: 23 X 1,000 + 18.
